  "text": "The contents of the Regulator’s register and the contents of the Franchising Director’s register shall be available for inspection by the public, without payment of any fee, between 10.00 am and 4.00 pm on each working day except when the premises, at which the Regulator’s register, or, as the case may be, the Franchising Director’s register, is maintained, are closed by reason of an emergency.",
