  "text": "Without prejudice to paragraph 7(f), the International Rail Regulator may request that the railway undertaking provide to him audit reports or other suitable documents as the International Rail Regulator considers necessary in relation to the matters listed in paragraph 7(a)—(e) which have been prepared by a body other than the railway undertaking such as a bank, building society, accountant or auditor.",
