  "text": "(1) Every person to whom this regulation applies shall co-operate so far as is necessary with a railway operator (in this regulation referred to as “the duty holder”) to enable him to comply with the provisions of these Regulations.\n(2) This regulation applies to—\n(a) any other railway operator whose operations affect or are affected by operations carried out by the duty holder;\n(b) an employer of persons or a self-employed person carrying out work on or in relation to premises or plant owned or controlled by the duty holder.",
