  "text": "The duties imposed on an infrastructure controller by regulation 4(2) and (3), regulation 5(3), (4)(d) and (6)(b) and regulation 9 shall apply only where the railway infrastructure under the control of that controller—\n(a) is used for the operation of passenger trains by an operator other than the infrastructure controller; or\n(b) serves a station operated by an operator other than the infrastructure controller.",
