  "text": "LOCAL GOVERNMENT, SCOTLAND\nApproved by the House of CommonsMade 5th May 1987\nLaid before the House of Commons 11th May 1987\nComing into force 21st July 1987\nThe Secretary of State, in exercise of the powers conferred on him by the enactments set out in Schedule 1 to this Order, and of all other powers enabling him in that behalf, and after consultation with such associations of local authorities as appear to him to be concerned and with the consent of the Treasury, hereby makes the following Order:",
