  "long_title": "This Order–In relation to the year 1987-88–fixes the estimated aggregate amount of the rate support grants payable under Part I of the Local Government (Scotland) Act 1966 to regional, islands and district councils in Scotland, and prescribes the division of this amount among the needs element, the domestic element and the estimated resources element (article 2);prescribes the amount in the pound by which rating authorities are to reduce the rate in the pound which they would otherwise levy on dwellinghouses in their areas so as to take account of the amount of domestic element for the year (article 4); andprescribes matters relating to the distribution of the needs and resources elements of rate support grants among local authorities (articles 3 and 5);In relation to the year 1986-87–redetermines the estimated aggregate amount of the rate support grants and varies the amount of the needs element and the estimated amount of the resources element payable for that year (articles 6, 7 and 9);varies the needs element distribution (article 8); andrevokes article 4 of, and Schedule 2 to, the Rate Support Grant (Scotland) Order 1986 (article 16);In relation to the year 1985-86–redetermines the estimated aggregate amount of the rate support grants and varies the amount of the needs element payable for that year (articles 10 and 11);varies the needs element distribution (article 12); andrevokes article 7 of, and Schedule 3 to, the Rate Support Grant (Scotland) Order 1986 (article 16);In relation to the year 1984-85–redetermines the estimated aggregate amount of the rate support grants and varies the amount of the needs element payable for that year (articles 13 and 14);varies the needs element distribution (article 15); andrevokes article 13 of, and Schedule 4 to, the Rate Support Grant (Scotland)(No. 4) Order 1985 (article 16).",
