  "text": "For the purposes of section 9(3) of the 1963 Act (definition of standard penny rate Scotland in relation to 30th June 1985 and the national standard amount per head for the year 1987-88 shall be such as will result as nearly as may be in the distribution of the whole of the resources element for that year.",
