  "text": "LOCAL GOVERNMENT, SCOTLAND\nApproved by the House of CommonsMade 11th May 1988\nLaid before the House of Commons 19th May 1988\nComing into force 13th July 1988\nThe Secretary of State, in exercise of the powers conferred on him by the enactments set out in Schedule 1 to this Order, and of all other powers enabling him in that behalf, and after consultation with such associations of local authorities as appear to him to be concerned and with the consent of the Treasury, hereby makes the following Order:",
