  "text": "LOCAL GOVERNMENT, SCOTLAND\nMade 24th May 1989\nLaid before the House of Commons 25th May 1989\nComing into force 13th July 1989\nThe Secretary of State, in exercise of the powers conferred upon him by the enactments set out in Schedule 1 to this Order and of all other powers enabling him in that behalf, and after consultation with such associations of local authorities as appear to him to be concerned and with the consent of the Treasury, hereby makes the following Order:",
