  "text": "(1) This Act, except the provisions mentioned in subsection (2), shall come into operation on such day or days as the Department may by order appoint.\n(2) The provisions referred to in subsection (1) are—\nsection 6(5) and (6);\nsection 12;\nsection 13;\nsection 16;\nsection 17 so far as it relates to paragraphs 3 and 9 of Schedule 1;\nthis section;\nsection 20.",
