  "text": "(1) This Order may be cited as the Rates Amendment (Northern Ireland) Order 1982.\n(2) Subject to paragraph (3), this Order shall come into operation on 1st April 1982.\n(3) Article 4 shall come into operation on such day as the Head of the Department of the Environment may by order appoint.",
