The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by section 147(1) and (2) of the Local Government Finance Act 1988^f1, and of all other powers enabling them in that behalf, hereby make the following Order:
