  "long_title": "These Regulations revoke and replace the Rates (Amendment) Regulations (N.I.) 1976 by making new provisions prescribing the periods within which district rates for any financial year must be made and notified to the Department of Finance and Personnel. The Regulations make one change of substance. They extend the period within which a district council must make the district rate for the year ending 31st March 1998 so that it ends on 28th February 1997 rather than 15th February of that year.",
