  "text": "(1) The Secretary of State may by order vary any of the amounts specified in paragraph 2, 3(a) or (b), 6 or 7(1)(a), (b) or (c) above.\n(2) The power to make an order under this paragraph shall be exercisable by statutory instrument and includes power to vary or revoke a previous order.\n(3) Any statutory instrument containing an order made under this paragraph shall be subject to annulment in pursuance of a resolution of either House of Parliament.",
