  "text": "RATING AND VALUATION\nMade 7th December 1988\nLaid before Parliament 16th December 1988\nComing into force 6th January 1989\nThe Secretary of State for the Environment as respects England, and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred on them by section 147 of, and paragraph 2(3)(b) of Schedule 6 to, the Local Government Finance Act 1988, and of all other powers enabling them in that behalf, hereby make the following Order:",
