  "text": "In relation to land within the perimeter of an airport which consists of common parts,—\n(a) for those parts not within a building or to which passengers are admitted but other members of the public are not admitted, the Executive must perform the joint enforcement duty on behalf of a local (health and safety) authority;\n(b) for the remaining common parts, a local (health and safety) authority must perform the joint enforcement duty on behalf of the Executive.",
