  "text": "(1) Article 44 is amended as follows.\n(2) In the first sentence of paragraph 1—\n(a) for “In order to ensure a harmonised approach, the” substitute “ The ”;\n(b) for “Member States” substitute “ appropriate authorities ”.\n(3) In paragraph 2—\n(a) in the first subparagraph—\n(i) in the first sentence omit “Community”;\n(ii) for the last two sentences substitute—\n“The Agency must submit its draft rolling action plan to the appropriate authorities within 12 months of IP completion day and give the appropriate authorities the opportunity to comment on it. The Agency must submit a draft annual update to its rolling action plan by 31 May in each subsequent year and give the appropriate authorities the opportunity to comment on it. The Agency must adopt a final rolling annual action plan for each year (after taking account of any comments made on the draft by the appropriate authorities) and must publish it on its website.”;\n(b) omit the last subparagraph.",
