  "text": "(1) Article 91 is amended as follows.\n(2) In paragraph 1, for “Article 30(2) and (3) and Article 51” substitute “ Article 51 and Article 52 ”.\n(3) After paragraph 1 insert—\n“1A An appeal pursuant to paragraph 1 lies to the First-tier Tribunal.”.\n(4) After paragraph 2 insert—\n“3 On an appeal pursuant to paragraph 1, the First-tier Tribunal—\n(a) may dismiss the appeal, or\n(b) if it allows the appeal may—\n(i) quash the decision and (if appropriate) remit the matter to the Agency, or\n(ii) substitute for the decision any other decision which could have been made by the Agency.”.",
