  "text": "An importer or a distributor (“A”) who—\n(a) places a product on the market under A’s own name or trademark; or\n(b) modifies a product already placed on the market in such a way that it may affect whether the product is in conformity with Part 2\nis to be treated as the manufacturer of that product for the purposes of these Regulations and must comply with the obligations of a manufacturer set out in this Part.",
