  "text": "This S.I. was made in consequence of a defect in S.I. 1990/474 & is being issued free of charge to all known recipients\nLANDLORD AND TENANT, ENGLAND AND WALES\nMade 21st March 1990\nLaid before Parliament 23rd March 1990\nComing into force 1st April 1990\nThe Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by sections 149 and 190(1) of the Local Government and Housing Act 1989, and of all other powers enabling them in that behalf, hereby make the following Regulations—",
