  "text": "If a person is, whether before or during the referendum, engaged or employed for payment or promise of payment as a canvasser for the purpose of promoting a particular outcome in the referendum—\n(a) the person engaging or employing the canvasser, and\n(b) the canvasser,\ncommits the offence of illegal employment.",
