  "text": "If a person knowingly provides money—\n(a) for any payment which is contrary to the provisions of this Act,\n(b) for any expenses incurred in excess of the maximum amount allowed by this Act, or\n(c) for replacing any money expended in any such payment or expenses,\nthe person commits the offence of illegal payment.",
