  "text": "(1) The special record kept under rule 4 of the revoked Rules for the transfer thereto of the names and other particulars of persons whose names have been erased from the register kept under those Rules shall be the special record to be kept for the purposes of these Rules, and any name transferred thereto and not restored to the register under the revoked Rules shall, unless restored to the register under these Rules, remain a name erased from the register for the purposes of these Rules.\n(2) The Registrar shall continue to keep the special record and shall transfer thereto the name and particulars of any person whose name has been erased under rule 12 or 13 or pursuant to a direction under rule 14 below and he shall enter therein, against such name, the reason for the erasure.",
