The Secretary of State, in exercise of the powers conferred upon him by section 275 of the Copyright, Designs and Patents Act 1988^f1 and section 123 of the Patents Act 1977^f2 and after consultation with the Council on Tribunals in accordance with section 10(1) of the Tribunals and Inquiries Act 1971^f3, hereby makes the following Rules:–
