  "text": "(1) Before—\n(a) giving a direction under regulation 30; or\n(b) removing an issuer from the register of issuers under regulation 31(1)(c),\nthe Authority must give a warning notice to the person concerned.\n(2) If, having considered any representations, the Authority decides to—\n(a) make the direction; or\n(b) remove the issuer from the register of issuers,\nthe Authority must give that person a decision notice.\n(3) If the Authority decides not to—\n(a) make a direction; or\n(b) remove the issuer from the register of issuers,\nit must give that person written notice of its decision.\n(4) If the Authority decides to—\n(a) make a direction; or\n(b) remove the issuer from the register of issuers,\nthe person concerned may refer the matter to the Upper Tribunal.",
