  "heading": "Information to be contained in a notification under section 39(1)(f) of the Act",
  "text": "A notification under section 39(1)(f) of the Act must, in addition to the information set out in regulation 3, contain the following—\n(a) the name of the person who has been given a penalty notice;\n(b) the date on which the penalty notice was issued; and\n(c) the offence which the Welsh Ministers are satisfied has been committed.",
