  "text": "(1) In this Part, “relevant function”, in relation to a local authority, means a regulatory function—\n(a) exercised by that authority, and\n(b) specified for the purposes of this Part by order made by the Scottish Ministers.\n(2) In subsection (1), “regulatory function” has the same meaning as in section 1(5).",
