The Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred upon him by sections 53(6) and (12), 55(8) and 105 of the Local Government Act 2000f1, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
