Coming into force 29th January 1991
The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 140(4) and 143(1) of, and paragraph 6(2) of Schedule 12A to, the Local Government Finance Act 1988 , and of all other powers enabling him in that behalf hereby makes the following Regulations:
