Coming into force 31st January 1992
The Secretary of State for the Environment, in exercise of the powers conferred on him by section 143(1) of, and paragraph 6(2) of Schedule 12 A to, the Local Government Finance Act 1988, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
