  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nFINANCE\nMade 22nd January 1990\nLaid before the House of Commons 23rd January 1990\nComing into force 24th January 1990\nThe Secretary of State for the Environment, in exercise of the powers conferred on him by sections 140(4), 143(1) and (2) of, and paragraph 6 of Schedule 12A to the Local Government Finance Act 1988, and of all other powers enabling him in that behalf hereby makes the following Regulations:",
