The Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred upon him by sections 132(3) and (4) and 146(1) and (2) of the Housing Grants, Construction and Regeneration Act 1996f1 hereby makes the following Regulations:

1996 c. 53; the functions of the Secretary of State under these sections are, so far as exercisable in relation to Wales, transferred to the National Assembly for Wales by article 2 of and Schedule 1 to the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672), to which there are amendments not relevant to these Regulations. For the definition of “prescribed” see section 140(1).
