  "text": "(1) A plant meets the criteria for being an eligible installation (the “eligibility criteria”) if—\n(a) regulation 5, 7, 8, 9, 10, 11, 12, 13, 14 or 15 applies; and\n(b) the plant satisfies the requirements set out in—\n(i) regulation 16(1);\n(ii) regulation 17; ...\n(iii) regulation 17A; and\n(iv) Chapter 3.\n(2) But this regulation is subject to regulations 19 , 20 and 55A(5).",
