  "long_title": "These Regulations are made in exercise of the powers in section 8(1) of the European Union (Withdrawal) Act 2018 (c. 16). They amend the Renewables Obligation Order 2015 (S.I. 2015/1947) (the “ROO”), the Renewables Obligation (Scotland) Order 2009 (S.S.I. 2009/140) (the “ROSO”) and the Renewables Obligation Order (Northern Ireland) 2009 (S.R. 2009/154) (the “ROONI”) to address failures of the Orders to operate effectively and other deficiencies (in particular under section 8(2)(a) and (g) of the European Union (Withdrawal) Act 2018) in consequence of the United Kingdom's withdrawal from the European Union.",
