  "text": "At the end of sub-paragraph (4) of paragraph 11 of Part IV of Schedule 1 (indicative rent levels), insert–\n“; and\n(c) shall exclude the amount of any rent which, in the rent officer’s opinion, is fairly attributable to the provision of any services specified in sub-paragraphs (a) to (e) of paragraph (1ZA) of regulation 12A of the 1987 Regulations and which is not excluded by virtue of paragraph (b) above”.",
