The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 60(5) and (7) and 151(3) of the Housing Act 1980^f1, and of all other powers enabling them in that behalf, hereby make the following Order, a draft of which has been laid before, and has been approved by resolution of, each House of Parliament:
