  "text": "The Court of Session may make such act of sederunt and give such directions as they think fit for the purpose of giving effect to the provisions of Part IX of this Act and may, by such act of sederunt or directions, provide—\n(a) for the conduct so far as desirable in private of any proceedings for the purposes of those provisions and for the remission of any fees; and\n(b) for any question arising under or in connection with those provisions being referred by consent of the parties interested for final determination by the sheriff sitting as an arbiter or by an arbiter appointed by the sheriff.",
