  "text": "(1) The Secretary of State may by statutory instrument make regulations—\n(a) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(b) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(c) prescribing anything which is required by this Part of this Act to be prescribed;\n(d) prescribing the form of, and the information to be contained in, any rent book or other similar document required by section 79(1) above to be provided; and\n(e) generally for carrying into effect the provisions of this Part of this Act.\n(2) Any statutory instrument making regulations under subsection (1)(d) above shall be subject to annulment in pursuance of a resolution of either House of Parliament.",
