  "text": "(1) Section 1 (new system for assessing housing conditions and enforcing housing standards) is amended as follows.\n(2) In subsection (3)(a), omit “hazard”.\n(3) After subsection (8) insert—\n“(9) But unoccupied HMO accommodation is “qualifying residential premises” for the purposes of this Part only to the extent provided for by section 2B(1)(c).”",
