  "text": "In section 8 of the 1988 Act, after subsection (6) insert—\n“(7) Regulations made under section 45(1) by virtue of subsection (3) may—\n(a) provide for the form to be published by the Secretary of State;\n(b) provide that the form to be used is the version that has effect at the time the requirement applies.”",
