The secratary of State for Health, in exercise of the powers conferredby section 24(15) and 26(5) and (6), 59(4) and (5) and 104(4) of, andparagraph 10(2)(1) of Schedule 6 and paragraph 6 of Schedule 7 to, theChildren Act 1989(f1, and all other powers enabling him in that behalf,hereby makes the following Regulations:—
