The Welsh Ministers, in exercise of the powers conferred by sections 24D(1A), 24D(2), 26(3A), 26(3B), 26(3C), 26(4A), 26(5), 26(5A), 26(6), 26A(3), 104(4) ,104A and Schedule 7, paragraph 6 to the Children Act 1989, make the following Regulations:
