  "heading": "Constitution of associations.",
  "text": "(1) An association shall be constituted, and its members shall be appointed and hold office, in accordance with a scheme made by the Defence Council.\n(2) Schedule 4 (schemes made under subsection (1)) shall have effect.\n(3) The Secretary of State may by order make such modifications (whether by way of addition, substitution or otherwise) to Schedule 4 as he considers appropriate.\n(4) An order under subsection (3)—\n(a) may contain such supplemental, incidental and transitional provision as the Secretary of State considers appropriate; and\n(b) shall be made by statutory instrument which shall be subject to annulment in pursuance of a resolution of either House of Parliament.",
