Any person who is not a party to the proceedings may apply to the Court for an order adding him as a respondent and shall give notice of the application to all parties to the proceedings.
A copy of the notice of reference and, in Scotland, a copy of the closed record or, as the case may be, of the open record as adjusted to date shall within 14 days after the making of the order be served by the Director on every person added as a respondent under paragraph (1) or (2), and these Rules shall thereafter apply to such person as if he had been made a respondent under rule 3(6).
