  "text": "LOCAL GOVERNMENT, SCOTLAND\nApproved by the House of CommonsMade 1st February 1995\nLaid before the House of Commons 2nd February 1995\nComing into force 16th February 1995\nThe Secretary of State, in exercise of the powers conferred upon him by paragraph 1 of Schedule 4 to the Abolition of Domestic Rates Etc. (Scotland) Act 1987and of all other powers enabling him in that behalf, and after consultation with such associations of local authorities as appear to him to be appropriate in accordance with paragraph 2(2) of the said Schedule, and with the consent of the Treasury, hereby makes the following Order:",
