  "text": "(This note is not part of the Regulations)\nSections 78 and 79 of the Local Government Finance Act 1988 provide for revenue support grant to be payable to any body which provides services for local authorities and which is specified by the Secretary of State in regulations.\nThese Regulations specify bodies for this purpose. The previous Regulations are revoked and replaced by these Regulations in relation to financial years beginning on or after 1st April 1992. The Staff College was previously specified as The Further Education Staff College. The Fire Service College ceases to be a specified body.",
