  "text": "In regulation 3(2) (Standard of achievement) after sub paragraph (f) there shall be inserted–\n“(g) where an employee has been awarded a Key Skills qualification at level 2 (intermediate level) he shall be treated as having achieved a GCSE grades A* to C.”.",
