  "text": "A motor vehicle falls within this paragraph if, at the time of the riot—\n(a) it fell within one of the exceptions to the requirements of Part 6 of the Road Traffic Act 1988 mentioned in section 144(1) or (2) of that Act,\n(b) it was not covered by a policy of insurance or security in respect of the damage, destruction or theft resulting from the riot, and\n(c) the appropriate amount of vehicle excise duty had been paid in respect of the vehicle.",
