  "text": "(This note is not part of the Order)\nThis Order confers new powers on the Coleraine Harbour Commissioners to make byelaws and provides a new procedure for making byelaws (Article 3).\nThe Order also—\n(1) provides that the byelaw making provisions of the Harbour, Docks and Piers Clauses Act 1847 cease to have effect (Article 4); and\n(2) repeals section 88 of the River Bann Navigation Act 1879 (Article 5).",
