  "text": "(1) No stage of the authorised project may commence until details of the layout, scale and external appearance of the following works within that stage (including any consultation responses from the Environment Agency for those parts of the authorised project within the flood defence area) have been submitted to and approved, in writing, by the relevant planning authority—\n(a) Works No. 1, 2 and 3 (the pipeline and associated permanent infrastructure);\n(b) Works No. 4, 5, 7, 8, 10 and 12 (temporary construction and work areas);\n(c) the detailed pipeline route alignment; and\n(d) additional lay down, storage and working areas.\n(2) The works described in sub-paragraph (1)(a) to (d) must be carried out in accordance with the approved details or any subsequent revisions that have been submitted to and approved, in writing, by the relevant planning authority.",
